The Opportunity

Cities around the world face urgent housing challenges—from rising costs and homelessness to climate pressures and the need for homes that remain affordable over time. Increasingly, they are turning to green social housing to provide lasting affordability, housing security, healthier living environments, and stronger, more resilient communities.

Cities developing social housing policies don’t have to start from scratch. Around the world, cities have developed innovative approaches to financing, land acquisition, governance, construction, tenant participation, public space design, climate resilience, and long-term land stewardship. Yet decades of experience remain fragmented, hard to access, and disconnected from the cities that could benefit most.

SHARE recognizes that learning from cities that have navigated similar challenges can speed up implementation.

SHARE brings together cities with emerging social housing policies and those with mature green social housing systems to share goals, adapt successful models to local needs, and accelerate sustainable, equitable, permanently affordable housing.

We don’t need to reinvent social housing; we need to network it.

Vienna Social Housing Kickoff

We will start off the year with a collective Social Housing Educational Program in Vienna to ground in one of the world best practice in social housing

The Model

From May 2027 to May 2028, SHARE will bring together ten city cohorts of six to ten participants across housing, finance, planning, design, construction, governance, sustainability, and tenant leadership.

Through peer learning, policy workshops, expert guidance, and technical support, participants will learn from successful social housing systems and develop solutions tailored to their cities.

SHARE turns ideas into action—giving cities the connections, skills, and tools to advance green social housing.

From Peer Learning to Local Action

SHARE brings together practitioners and decision-makers from across each city’s emerging social housing ecosystem. Through a year of shared learning, each cohort develops practical, locally tailored strategies and tools—such as financing models, land acquisition plans, governance structures, or approaches to tenant participation. The goal is to turn ideas into solutions each city can move forward.

WITHIN CITIES

multidisciplinary cohorts foster collaboration among local stakeholders who often operate independently. By creating shared knowledge and relationships across sectors, cities can build stronger foundations for coordinated action and long-term system development.

ACROSS CITIES

SHARE enables participants to learn from peers facing similar challenges while also connecting them with practitioners from mature social housing systems. These relationships create trusted channels for ongoing problem-solving, innovation, and support long after the formal program concludes.
